Why did Goku outright quit if he had rivaling power? Why risk his life if he's close enough to put up a good fight?
Because Kaio-ken is a detrimental technique as it is. Using it for a prolonged period of time against someone already stronger and faster than yourself would be a fool's errand. The best he could hope for is revving it up to times 3 and taking Vegeta out quickly, unfortunately Vegeta's durability is also extraordinary.

Kaioken isn't anywhere near as detrimental as KKx3. Kaioken is actually used quite comfortably by Goku without serious issue.

Kaioken isn't anywhere near as detrimental as KKx3. Kaioken is actually used quite comfortably by Goku without serious issue.
Not as detrimental, but any additional disadvantage to the disadvantage he already makes the situation insurmountable without resorting to the Kaio-ken x3.

Goku can use the standard Kaio-ken comfortably in short bursts, he cannot maintain it, which is a problem. It's similar to what happened between Super Saiyan God Vegeta and Merged Zamasu. Vegeta can employ Blue's full power, but only in bursts, which puts him at a disadvantage against someone who can maintain the equivalent to Blue's full power 100% of the time. If the best Goku can hope for is a stalemate, and he can't even hope for that, he's doomed, that's plainly evident.

So to repeat, if Goku didn't have the negative effects of Kaioken, he would have been able to keep up just fine with Vegeta?

Haven’t we always agreed he’s just outside of rivaling? 88%?

I think this even explains why Goku shits himself with Vegeta’s blast. KKx2 isn’t very draining, but it’s definutely not as effective as if his base were 16k.
