You have Krillen and Yamcha too strong at the 23rd Budokai.

Nothing suggested that Shen or Piccolo's powers were superior to Goku vs Tien's. Tien's power up is suggested to be the strongest power shown thus far.

Holding Back Speed Tien = Weighted Goku Speed ~ Shen (Vs Yamcha) / Piccolo (Powered Up vs Krillen) > Piccolo (initial) >>= Krillen / Yamcha

Powered Up Piccolo is most likely right around his previous power, not his initial state.

Those are some pretty large gaps we see in those fights, 75% at minimum. Probably more.

So you have to have Weighted Goku capable of stomping Krillen and Yamcha rather easily.

If Yamcha is 8.5 and Shen/Weighted Goku are 10.5, it's enough of a gap imo. Also, Shen commented of Yamcha's poor fighting skills
playing a role.

I don't know. 80% gap might not cut it, look at some of Shen's feats, there is a scary gap, Shen puts Yamcha down the instant he wants to and decides he's not fucking around anymore. The gap is quite large.

Are you sure Shen can't be above Tenshinhan? I mean, the instant Tenshinhan knocked out Taopaipai, i'm pretty sure he used
all his strength (judging from his expression) and Yamcha was not as freaked out as he was at Shen's power.
