Not when Goku's Kamehame went from the low 400 to more than 900, and Vegeta demonstrated with the Garlick-Ho that he could do something similar.
My ""theory"" (not a theory when it's a stated fact) is that Gohan was already over 900 while supressing his power. He could reach what, 1100 fighting with all his strength even before enraging?
Considering how huge are Gohan's rage boosts, even 2200 for Gohan enraged would be the smallest jump in power Gohan ever had through a rage boost, and from there to 2800 it's just a 25%-30% increase in strength for the attack. Yes, Vegeta was shocked Goku could match his own Garlick-Ho, but Goku matched it with a KameHame, and we know that the KameHame was more than a 100% increase. And Goku won because he used the KKx4, not because the KameHame was a much better technique than the Garlick-Ho.
So, no matter how you look at it, what Vegeta says would only make sense if he talked about Gohan's ki. That being said, Nappa's performance against Krilin or Piccolo points towards Vegeta actually speaking of Gohan's masenko's ki even if it doesn't make much sense for someone that can output attacks that amplify their ki by more than 100% to be impressed because someone outputs an attack that amplifies his ki by a mere 25-30%. So that's why you're right even without knowing why you are right
