Despite calming his mind and not powering up, Nappa was still being mocked by Goku. This suggests nothing.

I don't agree with your opinion.

But i think the only reason why Goku said that it would ''take forever'' and Vegeta confirmed this as well was because Nappa is tough guy.

Tough means durable, it's completely different.

Why would Goku comment on Nappa being durable if he didn't even hit him yet?

He hit him plenty of times and he called him tough after their brief beam struggle. Being considered tough (durable) isn't the same as being considered powerful (stronger).

Fearless Saiyan doesn't even know the definition of tough

Goku: “Heh! You’ve really gotten serious, haven’cha?!”

Goku is mocking Nappa, this isn't reflective of two powers being close.

Context: after Goku deflects Nappa's mouth blast
Vegeta: “Unbelievable!! To instantly deflect it at that short of a distance!”
Goku: “Phew. If I had taken that one head on, I’d have been in trouble!!”
Nappa: It…It can’t be!!! That was my…my best technique!!! He…He just bounced it off!!”
Goku: “He really is a tough bastard! Even though he should have been hurt a little bit by my Kamehameha!! At this rate this looks like it will take forever...”

Goku called Nappa tough/durable, after their beam struggle, he expected Nappa to be somewhat hurt, but he wasn't, so Nappa's considered to be pretty durable. That's not the same as being considered powerful.

Jesus christ, are you fucking blind? Are you not capable of connecting the two implications from that statement?

Goku thinks Nappa should have been hurt from his Kamehameha wave, he's not basing it off of physically hitting him.

Yeah between vegeta saying he can win despite knowing goku's EXACT power level, and goku saying it could take forever, I don't see how people come to any other conclusion on the subject.

It's fairly easy to assume nappa wasn't going all out against the others.

We've already covered the 'this fight will take forever' statement earlier in the thread. I feel no reason to debunk an already explained misconception, again.

Vegeta was obviously counting on Nappa's mouth blast to make the difference in the battle. All Nappa had to do was calm down and find an opening to attack, that of which he did, but Goku proved to be faster then Vegeta and/or Nappa thought; hence why Vegeta was so quick to pull him down afterwards and hence why Vegeta was so surprised that Goku actually countered it.

Vegeta says it will take forever for Nappa, after goku deflected the mouth blast. So saying vegeta was counting on the blast making a difference doesn't work.

Vegeta clearly though nappa could win eventually.

Goku said that Nappa was a tough bastard because he believed Nappa should have taken some damage from their brief beam struggle. The definition of tough is as follows:

tough/təf/
adjective

1. (of a substance or object) strong enough to withstand adverse conditions or rough or careless handling.

Do not try and alter the definition of the word to suit your bias, it in no way reflects strength, Ki or battle power. It refers to what I explained above and nothing more.

I just went through the Strength Checker: http://www.kanzenshuu.com/forum/viewtopic.php?f=8&t=15488 and it's Goku who uses the terminology tough, not Vegeta.

Goku: “He really is a tough bastard! Even though he should have been hit a little bit by my Kamehameha!! At this rate this looks like it will take forever...”

Because Nappa wasn't phased from their brief beam struggle, due to being tough; durable, Goku states 'at this rate', which places special emphasis on the fact that Nappa wasn't hurt from their previous encounter and it was because of that, that he states that it 'looks like' it will take forever.

However, Vegeta immediately calls Nappa down directly after he uses his Ultimate attack. The suggested implication here is that Vegeta was banking on that, as was Nappa, but Goku countered it and falsely believed that it was possible that Nappa had more to give, Vegeta knew other-wise.
