Shikamaru is the best side character in the series.

Shikamaru is lame and his intelligence is overrated. The plot aided him and turned most of his opponents into idiots.

Rock Lee was cool in Part 1, but he did nothing in Part 2. I'm going with Might Guy.

Jiraiya. His character was preserved after death too.
