New extensions and themes

I added several new extensions and themes to the board.

Extensions
- Live topic updates. You'll be notified if someone posts in a topic you're currently viewing.
- Board announcement bar. Announcements will now be displayed at the top of the page beneath the header. Users can close out the announcement after reading.
- Topic Descriptions. This is pretty self explanatory, and I have no idea how this isn't a built-in feature.
- Header themes. The screaming Goku at the top is actually a header that can be placed on top of any prosilver header. Make suggestions for other headers in the thread.
- Mentions (coming soon)
