I used to agree until recently. Then, though, a read an interesting theory from the author of Bringer Of Death fanfic: Power levels measure
ki and ki affects all the traits of a fighter, not just strength. Therefore, 10% an advantage means you're 10% stronger (you do 10% more
damage than the foe) and 10% more durable (you take 10% less damage than the foe), so it is actually 20% an advantage.
Another person added that this also mean you're also 10% faster (which i deduced is 10% greater a chance to hit the foe and 10% less chance
to be hit). All in all, 10% is a serious advantage.
From this point of view, Zarbon's and Dodoria's PLs are explained so much better. Actually, it is implied four times in the saga they're close
to Vegeta:
-Zarbon stating Vegeta surpasses them only when he heard about 24k, not about 22k. This means Zarbon can be at 22k, which is about the
10% stomp gap i was talking about.
-Freeza stating they can beat Vegeta if they go together.
-Krillin confusing Dodoria's ki with Vegeta's.
-Krillin hoping Zarbon and Vegeta will kill each other.
Now, an inspection of Vegeta's bout with Zarbon...
-Before transformation (Zarbon: 22 Vegeta:24), their gap is close to 10% and, combined with Vegeta's superior skills, leads to a
domination.
-After transformation, i think it is safe to say that Zarbon's PL is about 28k (Vegeta post zenkai was a little less than 30k and
slightly stronger than Monster Zarbon). Therefore, with 1.16x a gap, Zarbon disposes of Vegeta in seconds.
I think those two fights of the scouter era can be a good guideline about where to place the gaps for the rest of the series.
