I feel both Dodoria and Zarbon should be considerably stronger than Cui. They both are on another level compared to Cui and Saiyan saga Vegeta, but we are limited by the Vegeta's 24,000 number. I think the history implies something like this:

Cui - 18,000
Dodoria - 22,000
Zarbon - 24,000
Vegeta - 27,000

Pretty much like this and I think monster Zarbon PLs would be 30k or beyond.

I think it's him not saying Vegeta surpassed him until Dodoria finds-out with her scouter that he was 24,000, but then again Zarbon didn't believe the 22,000 at-first so there's no-reason to comment.

How high do you think they are?

The numbers are really close together, despite Zarbon and Dodoria being implied to be way above Saiyan-Saga Vegeta & Kiwi.

Vegeta seemed to expect them to be higher. He commented on the fact that Dodoria has been sitting on his ass the whole time doing nothing, so perhaps they got weaker than what they used to be. Vegeta and Cui were always training/fighting, so they likely closed the gap on rusty Dodoria/Zarbon.

I have Zarbon at ~88% of Vegeta. This isn't as close as you're implying. This is enough to Vegeta to completely dominate Zarbon like he did. Dodoria should be ~80% of Vegeta IMO. I think Dodoria should be able to handle Saiyan saga Vegeta as easily as Vegeta did to Dodoria.

I think 88% is still close, just like CellVsGoku.

Freeza was already 90% or more when he fought Goku and the fight was almost even unlike Cell and Goku which was almost like Goku having trouble to keep up.

Well in the Japanese manga Vegeta said Goku was one or two steps behind Cell. I can see a 90 being one or two steps behind 100, you no? Besides, Goku wasn't too far off from Cell, as the latter acknowledged Goku was putting up a fun fight several times.

I can't find this quote in the strength checker.

The fight prior to the Instant KHH really isn't that close. It becomes near equal after they had both lost stamina, but Cell had a large advantage prior to this. Goku gets the first few hits on Cell because Cell allowed him to. Goku then hits Cell after teleporting away from the KHH, and Cell was off guard because he didn't know Goku could teleport. Cell hits Goku hard 4 times in a row by out-speeding him each time. Goku then springs Cell into the air from underneath him. They then both dodge a blow from one another. That is literally the whole fight up until they both lose a substantial amount of energy.

Goku gets several hits in, but Cell either allowed him to, or was unaware that Goku could even attack. Goku got out-sped badly and was hit many times in a row with no defense. He dodged one of Cell's attacks, but Cell also dodged his. That doesn't seem like rivalling to me.
