Anyways, Toshio seems uncertain when making that statement as if he hadn't even watched the episode. Although he wrote the episode where Goku spars with No. 17, it's very plausible that Goku going Blue against No. 17 wasn't in the storyboards and it's just something Toei added in. He says ''perhaps'' and ''That's how I interpret it'' and even says ''Was Goku serious?'' in his prior tweet. I would take anything Toshio says with a grain of salt, and 17 is possibly god level right now.

This is what I figured was the case after someone on F explained very well that the entire Krillin fight was clearly a test. Then it all made sense. There's no need for anybody Goku recruited to be on Blue level except for Gohan. Even #17 doesn't need to be that high IMO.
