Baroque Works Story Arcs in general are better than East Blue Story Arcs.

Whiskey Peak itself is just a setup arc. It has barely a story on it's own.

Arlong Park has all the emotion, character development, and a grand finale to a story that is arguably on the upper tier as far as One Piece is concerned.

Arlong Park is better than every other East Blue Story Arc sans Loguetown, but it doesn't reel me in like Grand Line Story Arcs do.

Whiskey Peak was a setup Story Arc, but I could really empathize with Vivi, and Crocodile already appealed to me as a villain there.
