Oob (true potential) = Dai Kaioshin (Sealing Technique) = Goku UI Sign (Initial vs Moro) = Moro (Initial)?
It is implied that Oob's true Potential has the same power as the Dai Kaioshin's Sealing Technique.
In the fight between Goku vs Moro, when both were even in power, but Goku had greater speed due to having the UI Sign, Moro just before doing his first Power-Up, commented that he also surpassed the Gods.
The only God Moro knew was the Dai Kaioshin.
So I have UI Sign Goku (Initial) and Moro (Initial) at the level of the Dai Kaioshin Sealing Technique. UI Sign Goku surpassed that level due to his speed, while Moro had to make his first power-up to overcome said power.
