Assuming this causes Oolong to be released from prison immediately along with the rest of the gang, they don't become knowledgeable that Goku transforms into an Oozaru during a full moon. At the 21st TB, Roshi instead puts his focus on targeting Goku with his Max Power Kamehameha, at which point there are two scenarios.
1. Roshi holds back enough to only KO Goku and the plot continues the same as in the main series.
2. Roshi kills Goku. The main cast then go search for the Dragon Balls in a quest to revive him. Roshi would go with them out of obligation, so things progress the same as in the main timeline apart from Roshi trapping Blue with Bankoku Bikkuri Sho and killing him before he escapes. When Taopaipai shows up, he lets the cast go after killing Bora out of respect for his brother's rival. Kuririn climbs Karin-to and defeats Taopaipai later. The group's combined efforts then defeat the RRA and Baba's fighters. Goku is revived instead of Bora and in resolving to become stronger, he trains with Karin before continuing his training as in canon.
Things go the same until the Piccolo Daimao Arc in which the lack of Bora makes Yajirobe's climb up Karin-to significantly longer, enough that Drum kills Tenshinhan before Goku can arrive. No Tenshinhan means Goku is killed by Daimao's Bakurikimaha. Piccolo remains ruler of the world until either Kami seals him with the Mafuba or Raditz shows up. Either way, the end result is Earth becoming another of Freeza's planets.
