Which is the absolute maximum that he could be. We have no context of what actually happened. He might have been crushed in his sleep for all we know.

Gohan warning Goku not to look at the moon shows the transformation occurred prior to the former's death and Gohan isn't physically capable of stopping Goku's rampage, so Oozaru Goku would still have to be superior to him regardless of how Gohan's death went down.

Raditz didn't know Daimao was on Earth. And the average Earthling was far below Chapter 1 Base Goku.

He does say it seems Piccolo isn't from Earth when judging how high his battle power is. Considering the Saiyans would likely know Earth is fairly unadvanced when it comes to space travel given its status, Raditz probably came to the conclusion that Piccolo arrived sometime after Kakarrot was sent there.
He also doesn't give any indication he read Kuririn and Roshi's power when considering his scouter was specifically locked onto Goku and he didn't indicate he was actively using it once he'd found his target.
