Who's the strongest person you think Pan from GT can take out?

Round 1: BoGT Pan
Round 2: Shadow Dragon Saga Pan

Round 1: BoGT powers are honestly really up in the air since they're pretty arbitrary and based off one's own scaling/interpretation. If I had to take a guess, I'd say she could be around SS Gotenks pre-RoSaT (who's stronger than SS3 Goku for me).
Round 2: ED arc Pan is a total beast who's close to Base Goku. She could handily beat Gohan-Boo and is probably approaching Super Vegetto.

BoGT - Pretty arbitrary, though likely gets up to Pure Boo via scaling, seeing as how she's not presented as a complete peon and absorbing her was a game changer for Lood against Base Goku/Trunks.

End of Evil Dragons Arc - Solos with ease based on her performance against Liu and Qi Xing Long. If bringing in Vegetto's unseen forms, she likely loses to his SS2 self though.

She knocks Rildo on his ass, but he clearly took no damage and then tanks her next punch. She can't turn Super Saiyan. I mean, shit, she couldn't even use a Kamehameha until 20 episodes in. She's trash.

SS2 Majin Vegeta would send her into another dimnesion.

One of GT's producers did say Pan's role was to be strong, but still lose to enemies and be rescued by Goku ( ). That's not quantifiable, but it at least clears any misconceptions of Pan being weak (Boo arc SS2 level is incredibly weak in GT). Thought that might be worth mentioning.

How can I make a serious conclusion when I have no statements and very little valid feats to use?

She's at best beating base Goku vs Frieza on Namek.

Edit: Then again, I might be underrating her. She might be able to beat the Androids Saga base saiyans. No more than that though.

Probably nearing SSJ Vegetto if I'm actually taking things seriously and not disregarding it because it's Pan.
