I think, but TOEI might have given him some sort of rage boost, because before that point whenever the kids fought him individually, they got wrecked.

I probably have the unpopular opinion of having the kids low (But then again I'm out of touch with Dragonball since I haven't been watching Super). Anyway before Super began I have Bio Broly above Initial Perfect Cell.
