Dragonball Super is following the events of the original Manga's serialization and it is tying up the loose ends between the Majin Boo Saga and the end of the Manga. Therefore; no matter what happens in Dragonball Super, Goku's Base transformation has to be somewhere around his Boo Saga counter-part, regardless of what happens and is/or stated. Summarily, because he is so powerful, once he turns into a Super Saiyan, his power will be multiplied by 50 fold. Nothing infers that the Super Saiyan multiplier decrease and nothing ever will.

At bare minimum, Piccolo is somewhere in the ballpark of being 50 times greater than Goku was during the Majin Boo Saga. Majin Vegeta SSj2 is hilariously outmatched here.

But how do you know Goku is already at that level in Base?

He should be somewhere near it. Prior to entering the Rosat alongside Goku, Vegeta stated that any gains that they will make will be minimal and that they are beginning to approach their limits. Therefore, there should not be a huge difference between how they are now in comparison to how they are during the end of the Manga's serialization. That, and Oob is already regarded as fairly decent competition for Goku's base form at its present degree of power.

I have not seen any definitive evidence that suggests that Goku can bypass his bodies normal limits with ordinary Chi, without having to resort to using God Chi to surpass said limitations. Even the most recent and best example where Goku's Base form puts up a better fight than Vegeta's Super Saiyan God Blue transformation can be explained by other alternatives besides sheer battle power. Goku was fully aware of Hit's fighting technique and altered his battle strategy to counter it. Furthermore, it was even stated that Vegeta was capable of one shotting Hit had it not been for his time skip ability.

However, if you do not wish to connect the events of Dragonball Super with the events of original Manga, than that is entirely your prerogative, just don't expect me to follow it.

Than it is up to us as fans, to make it work with the original Manga's serialization. An ignorance or arrogance towards doing so does not make the reluctance in doing so anymore illogical then it already is.

So basically if Base Goku gets stronger in further arcs, you'll weaken Base Goku now as I am suggesting? Why not do it now? With Toei it is inevitable that Base Goku will have some good feats later on.

I have to agree with Tosh on how strong Piccolo is, more or less. The SSJ multiplier is implied to be large again, given the fact of SSJ Goku >>> 4th Form Frost >> 3rd Form Frost > Base Goku. It may not be 50x, but I'd say it is at least 30x Base. Piccolo was able to dodge nearly all of Frost's attacks, albeit Frost had already lost a lot of stamina from Goku (though he seemed to magically gain a lot of it back), and Goku was counting on him to wear Frost down. Maybe something like:

Base Goku: 100
Frost 3rd Form: 110
SSJ Goku: 4,000
Frost 4th Form: 2,500
-weakened: 2,000
Piccolo: 1,750

Do you think Piccolo is stronger than 3rd Form? I haven't watched DB-Super, but that seems like a significant power.
