Yes, for sure. Goku is confident in Piccolo at least wearing down 4th Form Frost. Piccolo also comes extremely close to winning the match with a Makankosappo, and Frost admitted that Piccolo would have won if it landed. Piccolo is likely close to worn down 4th Form Frost.

Goku seemed to doubt how effective Piccolo would be against Frost initially -and in response, Piccolo was annoyed that everybody was underestimating his effectiveness; he definitely proved it once he nearly took down a more powerful opponent. It was only Frost's cheap shot that won him the match.
