Which is the bigger evil?

The void century implications alone make the World Government worse. Just because they represent order doesn't make them less evil, too.

Rayleigh told Robin that she may reach a different conclusion upon learning about the void century, so I think that issue's grayer than most think, otherwise multiple interpretations of what's essentially fact shouldn't be possible. The WG's certainly presented as more evil so far, what with their dark justice, though there are pirates who do similar things for bad/no reason(s).

Realistically speaking though, it's a battle shounen and so far it seems that the audience is meant to perceive the WG as more evil, so it's safe to say it'll stay that way due to that alone.

Overall, the World Government seems to be more evil, with acts such as the Void Century's implications, Slavery/potential sex trafficking and other acts similar to real world Freemasonry. As Kyo said though, the Void Century could make the situation a lot grayer. There have also been plenty of pirates to be just as evil or ruthless as Government officials, Doflamingo being a prime example, so it's not a clear cut presentation. I think Doflamingo's dialogue about justice and morals during Marineford is not only a great speech, but also foreshadowing as to how justice could be portrayed in the last few arcs.
