Context: Goku leaves, and Master Karin says...
Karin: “It might be that this kid... has already surpassed Muten Roshi...”

Chapter: 97, P10
Bulma: “That boy just keeps getting stronger, doesn’t he?”
Yamcha: “He’s quite a fellow indeed.”
Kame-sennin: “He may even be stronger than me at this point…”

Goku was already outmuscling Roshi in the Budokai, yet even after getting many times stronger it’s still not known for sure if Goku has surpassed him. This could only be a reference to Roshi’s buff full power, isn’t it? This would also mean Goku (Post Karin) > Oozaru Goku (21TB), unless Yamcha overestimated Roshi’s power when thinking he killed Oozaru Goku.

Even treating Roshi's moon bust as a outlier, Roshi did destroy a mountain with his KHH prior, when the best feat pre-Daimao arc was Tenshinhan destroying the budokai stadium with his Kikoho and Oozaru Goku's rampage didn't even threaten to destroy the stadium.

His buff form probably wouldn't be taken into the equation when he said. It's not his usual method of fighting.

As FW said, it'd be very forced if this Roshi was being used as a benchmark when he doesn't go into that form for general battle prior to Super (something backed up by several secondary sources) and it's inconsistent with the feats he displayed for reasons Animelover mentioned. It's most likely that Karin's judgement was a bit skewed when it's questionable how much knowledge of Roshi's current power he had and Roshi is shown as the type of person who doesn't find it easy to admit his pupils have surpassed him until his retirement from battle, not to mention giving a more accurate estimation of his power would make it more obvious who Jackie Chun was.
