Powerful characters with a weak fruit

I guess Katakuri is one. His fruit doesn't seem so strong on paper.

Even Jozu's fruit isn't offensively very impressive. Defensively it seems strong if you also have haki, since he blocked Mihawk's attack. I imagine it gives you some level of extra defensive if someone gets through your defensive haki, compared to if you weren't made of diamond.

Jack is just a mammoth. Is he on the level of a King, Queen and Katakuri?

Paw paw is pretty weak.

Hancock's is strong, but not if you have haki to block it. Would her fruit be as effective if a man had it? Would it turn other men to stone? Most of the strong characters are men, so it needs to work on them to be a strong fruit in the New World.

I mean if you get punched in the face with a fist made of diamond strengthened by haki it's going to hurt.

What's the criteria for being a powerful character? Kinemon is nothing special by New World standards with a fruit useless in combat, but he would still defeat someone like Pre-TS Lucci.

I'd say tier 1 is comfortably defeating a pacifista

Tier 2 is Doffy+

I'm pretty sure Kinemon could beat a Pacifista.

I'll have to a think bit more on anyone above Doffy.

Smoothie is the number one choice imo. She's a Yonko commander well above the likes of Doflamingo, yet her fruit basically does nothing lol. Oda never showed us how it's used in combat or how it can be used against anyone with Haki.
