We can tell this based on how Goku matches up with Freeza.
If Golden Freeza matches Blue in RoF and Perfected Blue in ToP and we see that Base Goku ~ Base Freeza in RoF, yet Base Freeza ~ SSJ Goku at Top, under the assumption that the Golden transformation hasn’t changed, we can conclude that Perfected Blue is 50x Blue.
Which means that Perfected Blue dwarfs KKx20 Blue in power. Wowza.
