I'd probably say, despite the flak it gets, Chikorita can be in some ways better than Cyndaquil for a playthrough despite the latter being considered the best Johto starter, considering Cyndaquil infamously gets stomped by Whitney, would be in a tough situation against Jasmine's Steelix, is only useful against Pryce when he brings out his Piloswine due to his other Pokemon being water and part water type respectively and is only useful at the Indigo Plateau against Will's Jynx and Karen's
manager Vileplume. Chikorita probably performs the best against Whitney's Miltank due to good defence and light screen, can stomp Chuck's Poliwrath, can potentially solo Pryce's team if it's fast enough (which it ought to be when his strongest Pokemon is still weaker than Jasmine's Steelix) despite being susceptible to their ice type attacks. Against the Elite 4, it can take down Will's Slowbro, Bruno's Onix as well as possibly Lance's Aerodactyl if it's levelled up high enough to outspeed and oneshot. If it has a good nature for physical attacks, then you could potentially put Earthquake on it to counter some of its weaknesses towards the end of the main story such as Karen's Houndoom, 3/5 of Koga's team and a whole slew of post-game trainers, though it may be advised leaving that TM for someone else.
Chikorita probably doesn't hit as impressive an attacker as Cyndaquil and Totodile become, though it's definitely underrated for a playthrough.
