How strong do you think he was with Pan absorbed? While Goku was supposedly not giving it his all in SSJ4, Qi still survived a KHH that was < 5x amp with no damage. He even had Goku incredibly damaged from several exchanges.

Around 85-90% of Golden Oozaru Vegeta-Baby. Whilst Goku would've lost a lot of Shouki and Yuuki, you'd be assuming a lot to say SS4 Goku had fallen down to a level several times weaker than his full power, especially when Qi was taking hits from him before absorbing Pan.
