I thought Mister Satan and Videl were on the same level as average humans, even after Videl learned to control her ki.

Real life human martial artists maybe. Videl was able to beat up 8 foot tall thugs.

You think Videl can beat Pre Roshi Training Goku, Kuririn and Yamcha?
No hard opinion on it. You could broadly categorise them all as being capable of chopping down the average grunt comfortably, but not having any firm battle accolades just yet. Videl would fit well into OG DB storylines involving local shenanigans.

In general, during the 21st, 22nd, and 23rd Budokais, there were more serious fighters than during the 25th and 28th Budokais.

I wonder if Piccolo Daimao and the 23rd Budokai scared them all off.

Probably. It is also strange that everybody seems to forget about Goku being a two time runner up and champion in Z for some reason, and the fact that ki attacks such as the KHH were an established martial arts technique

Wasn’t the Kamehameha a big deal in the 21st Budokai? Only the gang were adept at Ki attacks.

Yeah but everybody knew who Master Roshi was and respected his legacy. Kamehameha wasn't a "trick", it was hailed as a powerful technique that only the most talented martial artists could use. And even non ki users like Nam, Panputto and Bora could perform superhuman feats.

While in Z Gohan is viewed as a subhuman freak for jumping 20 ft in the air.

There’s a very, very big difference between “anyone can do it” and “a legendary master that hasn’t been seen in hundreds of years could do it”.
