One-Piece world-building is top-tier though from what I saw, heard and can remember.
I wouldn't even say it has that going for it. Sure, it has a lot of creativity and variation, yet it fails at many core aspects of world building by many aspects of its islands and nations not only having little cohesion with others, but even with themselves. For instance, how little sense it makes for the village Luffy lived in as a child to be just some independent village just outside of the Goa Kingdom rather than part of it, or the fantastical nature of many of the Grand Line's islands such as Little Garden having no explanation for how they can feasibly exist beyond "logic need not apply in the Grand Line, lol".
Overall, OP's world building is quite inconsistent and because of this, despite its creativity, would rank inferior to a series with a more standard yet consistent world.

But yet there are so many threads around the Internet wondering about the world of One-Piece, I think that's a testament to the consistency and amazing would that is the One-Piece verse. I mean how much do you hear about DragonBall? None, because everything can be answered by :troll :troll :troll .

And once DragonBall went into the DragonBall Z phase the world just wasn't interesting either. It was just a place where characters could be because they had to be some-where. Nothing around them matters, especially when they fight when everything is conviniently a waste-land.

Original DragonBall was way better in that regard, but I still wouldn't say that's One-Piece tier.

It's more a testament to how much Oda likes to overuse mystery-bait to keep people engaged and never give solid answers as to how the world works.

I wouldn't say that at-all. There just isn't all the time in the world to show everything in the One-Piece world, so there's always something to discuss I think.

It doesn't need an extensive amount of time dedicated to it, but it still requires enough to make it seem consistent, of which governments such as the Goa Kingdom and various ecological systems such as Little Garden, not to mention major questions in the various cultures such as why the Oharans in specific can read Poneglyphs and not teach the language to other nationalities.

Most of the major discussion points of the series tend to be theory-crafting of various plot points or recent chapter events, with the world building usually just being placed on a pedestal with little affirmation of analysis beyond varied locations = good world building.

I don't know. I thought I remembered a-lot of "how is" or "what is" or "where is" or what-ever question, but maybe I'm remembering wrong.

There are a lot of such questions, but they usually pertain to plot devices within the world (the One Piece, Void Century, Ancient Weapons, etc.) that have been given minimal clues to grasp at, rather than discussions on elements that makes the series' world seem coherent and immersive.

Well in-order to discuss them seriously, I'd think the universe'd need to be some-what consistent other-wise every answer could be solved by :troll :troll :troll .
