I couldn't give it to any of them really. It would be interesting as all hell though.

In the fight with Goku, it was shown that Burta threw 3 kicks to Jhees' 1 punch, so that's what I base it on.

It seemed kinda like Jeice's attacks were sweeping and fundamentally slower in general, whereas Burter was doing straight up strikes. But then again you might be right as well.
Still, I couldn't say who would have the edge in this fight.
