Probably friction. That's how Sanji generates flames and I wouldn't be surprised if Luffy discovered a way to do it with air.

Maybe it is related to Haki then - somehow using it to create friction.

Considering Sanji's Diable Jambe is apparently activated through his "burning spirit", it's probably some life force/Haki technique whether Luffy realises it or not. For what anime-exclusive material is worth, 3D2Y treats it as something Luffy asspulled through sheer resolve, so it's probably no deeper than being a superficially cool technique inspired by Ace. I doubt we'll get more of an explanation on it when considering how outclassed it is by Luffy's new moves.

I heard a theory that since Haki is tied to ambition, taking on the will of Ace after his death allowed him to use his ability.

I remember when back in the day ppl theorized the red hawk was the consequence of rubber + haki.
