Alright, let's take a look at the regular humans in DB-DBZ. No super powered freaks.

I'd guess we would start with Puar being one of the weakest beings on Earth and Videl probably the strongest with Hercule right behind her. How big is the gap?

Let's start with the Farmer's standard power. He's a 5, he's a fat farmer who seems pretty average but pretty strong too.

Puar 2.5
Oolong 3
Bulma 4
Farmer 5

Ok I think this is pretty good, ki level doesn't seem to correlate with speed early in DB, so just think of it in terms of power and not speed.

I think the best way is to think of it in terms of tanking and how quickly they can dispatch of their foes.

Regular In Shape Guy 6

Buff Dude 8

I think someone like Brock Lesnar would be like a 10 or so. Complete freak beast would be double the farmer I would think.

And I think the top fighters in the world would be somewhere between 8 and 10. Hercule being an 8.5 or something of that nature? What do you guys think?

Puar should be a little stronger, Bulma > Oolong by more than Oolong > Puar. Lol. Can't believe I'm actually discussing this.

And yea, I like that Bob Sapp, Brock Lesnar tier of people to be around the 10 mark as well. I can't really see too many human beings more than double the farmer. Which means a pretty serious god damn tank and a complete trashing in an instant.

Blonde hair Launch should be far over 5 due to her feat of one-shoting a buffed RRA soldier.

Also Videl never got a "power up". Gohan merely taught her how to fly. That didn't make her stronger.

And Videl being 3x the farmer is crazy. She's not going to one shot explode him.

Well, in DB, the real life physical laws gaps are not required. 1.2x-1.33x an advantage is enough to slaughter
someone, so, after Mr Satan's level, i decided to use those gaps, so that i won't have insanely large numbers.
I remind you that i'm trying to keep the numbers in accordance with BOZ.

That is subpar imo.

There are only a couple of humans on this planet who I think are worthy of a 2x gap over the farmer. I would say the Brock Lesnar, JJ Watt, Bob Sapp level of people are worthy of 2x over the farmer. Perhaps Shaq being a bit higher than even that.

There is no human on Earth who should be 3x a farmer.

Shaq might be getting close to a Sabre tooth tiger but he will still be mauled.

If we take strength = power level to be 100% literal then Mr Satan must be more than a 10. Mr Satan's punching score was twice as much as at least one other fighter there, and we can easily assume that anyone entering the tournament is stronger than an average human, which would make Mr Satan over twice as strong as somebody who is stronger than farmer.

But Mr. Satan have any notable speed (outside filler), stamina, and durability (outside gag).

7 is good number for him.

I was going off this:
Ok I think this is pretty good, ki level doesn't seem to correlate with speed early in DB, so just think of it in terms of power and not speed.

Which is why I also said "if strength = power level".

I think early DB doesn't really correlate well to power levels. I think it's all based on purely physical abilities and very little Ki. Toriyama said something like your body can only become so strong, and then Ki amplifies it. Trying to use literal PLs from the beginning of the series would make you go way over the levels given at the BoZ, since BoDB Goku is massively above any normal human already.

Clearin, I do not think the system you wish to employ is logical at all. Let's imagine Fighter A being 50% of Fighter B. Let's use Piccolo vs 17 as an example if I may. You have to go to the largest humans in the world to produce anything close to that.

All humans should reside somewhere in a 2-10 power level I would think.

At the end of the day, this isn't a weight lifting competition and it's not a punching machine contest. Generally speaking, power levels represent a fighter's battle ability. Let's try it that way.

1. We don't know how that punching machine measures strength. It gave him a 137 so it obviously isn't the equivalent of a scouter.

2. I don't believe we saw any of the punching machine scores besides Satan and the Z-Fighters, at least in the manga. I think they had a few in the anime though.

Mr. Satan can't be over 10, otherwise he would have one-shotted Van Zant who should be no more than 5.5.

Exactly. He wrecks the gun men but it looks like a 75% at best right?

Yeah about that. Mr. Satan was breathing heavy after the beating so he obviously wasn't holding any punches.
