Is it its own Story Arc or not?

It's an "arc" like Davy Back Fight and that Jaya stuff before Skypiea is an "arc," but I think the consensus is that it's basically part of Fishman Island.

I think the most impactful sub-arc or sub-saga was Impel Down though, even though it just leads up to the Summit War arc. I really liked it because Magellan wasn't all that powerful yet felt like an unstoppable force and you got to see side villains more fleshed out in the midst of all the danger. Part II arcs are shit so I stopped keeping up after Dressrosa though.

There’s really only one good Story Arc in Part II One Piece, that being the Zou Island Arc, which is sad. Even Part II Naruto has more Story Arcs that are better (Gaara, Sai, arguably Hidan & Kakuzu, Pain).

I forgot about Egghead. I haven’t read that far yet but from what I can tell it’s probably around Zou Arc tier too. I don’t think Oda can make any good overly long Story Arcs anymore though.

The Final saga has been peak and it's obvious how much planning went into it. I would be fairly surprised if he actually botches it from here on.

I'll always love Dressrosa. I think not reading it week to week was benefitial. But whole cake, Egghead, and even Wano despite it's length are all great.

As for the topic Return to Sabaody it doesn't really stand alone as an arc, but it doesn't really work as part of Fishman Island either.

Impel Down is 100% it's own arc.

I only heard about the hate for Dressrosa after I finished reading it. It's so bloated that you can cut 20-30 chapters out with no downside, but I still found the conflict enganging and the villain phenomenal. Had it top 5 arc of all time (probably not anymore but at least top 10).
