That doesn't really make sense. If he was base Gohan level, then why didn't Piccolo stomp him? This takes place after Piccolo absorbed Kami and trained more. Piccolo was estimated to be SS level before he fused with Kami and was >>> than SS afterwards. How is he losing to someone around base Gohan level?
Because Piccolo is weaker than the Base Saiyans
In Buu Saga, Piccolo is atleast as strong as his Cell Game's self which seemed close to ASSJ Vegeta/Future Trunks. Plus whatever gains he got in the 7 years leading into the Buu Saga. The jump from Kid Buu's defeat and RoF was a few years. You think the saiyans went from needing to transform into MSS+ to passing Piccolo in base during that time? That would require them to have gotten over 50 times stronger, plus whatever gains Piccolo made on top of that. Even if Piccolo only made 2x as a low ball, the saiyans would need 100x+ power boost. Then you have Gohan himself who wasn't training and couldn't use his full power. So you think Gohan who didn't train and couldn't use his full power somehow got over 100x stronger despite citing he didn't train? Piccolo trains a lot, all the time. Gohan was busy being a bookworm. If anything their power difference should have gotten smaller, not larger.
I agree this is what we saw. However, Piccolo was stronger than base Gohan beforehand in the previous arcs. Gohan did not train and should have got weaker. Piccolo did train and should have got stronger. How did Gohan somehow become dozens, possibly hundreds, of times stronger to surpass a Piccolo that was already stronger than his base before Piccolo trained even more and Gohan slacked off?

Kuririn knows Freeza can transform though. Also isn't Ultimate Gohan at his peak many times stronger than Mr. Boo? I don't see how Boo can be much help power wise vs someone stronger than Gohan unless factoring in his regeneration and absorption hax.
