Yeah, I say Tambourine has a better chance of being higher than Master-Roshi than vice-versa, so Tambouritne wins. Easily possibly.

But serious, Roshi wins. He has both the power and the skills. Tambourine's fly make things a harder, but he still most likely wins.

Goku had already a considerable lead over Roshi by the 22nd Budokai, and considering he probably got stronger after his fierce battle with Tenshinhan and by being knocked out cold by Tambourine, I feel [post Tambourine] Goku could easily take out Roshi. I'd say Tambourine has the edge since Goku at least felt threatened enough to dodge his mouth blast, whereas he probably shouldn't be forced to dodge something Roshi launched at him considering how he tanked Tenshinhan's Dodonpa when both were still "warming up".

He might have. Not a fact, but makes sense and fits everything together perfectly.

Why? Goku was beaten because he was exhausted after the fight with Tienshinhan even Roshi stated this too but also worried that Goku might face King Piccolo too.

He was beaten because he was exhausted and could probably have defeated Tambourine at full power, but it doesn't prevent him from getting an increase upon eating that fish considering a few implications for Goku being above Mutaito, who was implied to be above Goku from the 22nd Budokai.

What's this gotta to with Mutaito? He was mentioned once in the manga iirc. Also, Roshi clearly stated that Goku can't win against Tambourine because he was exhausted.

No one is contesting here Goku could have defeated Tambourine. Roshi mentioned that even when youger he was no match for Piccolo Daimao and not even his master [Mutaito], as a way to show Goku was heavily outclassed. Right after Roshi mentioned this, everyone was already hoping that Goku wouldn't meet this terrible being, meaning Mutaito is likely above 22nd Budokai Goku. Later, when Goku knocked out Piccolo Daimao, this latter stated he didn't think there was somebody like him in this world, later also stating Goku is as far as a human could go, meaning Goku (post 22nd Budokai) > Mutaito. This chain would only be possible if Goku received an increase post having a fierce battle with Tenshinhan, being knocked by Tambourine and eating that fish.

Its not that Goku got atronger, its just one of DB's inconsistency that Toriyama probably tried to fixed on DBZ. Now we all know how the Saiyans can feel their power when they receive a Zenkai boost but Goku can't feel that at all after he ate that fish.

I take it more as an inconsistency from Toriyama which is funny since it happened with Freeza being impressed on Goku being stronger than Ginyu despite he fought Gohan, Piccolo and Vegeta that surpasses Captain Ginyu.

Even if it might not have been intentional on AT's part (which it probably isn't I admit). It all falls into place perfectly when you put a Zenkai in that situation.
