At what point is Broly RSSJ said to be stronger than everyone's combined power?

Kaiosama only mentions that Broly is probably much more powerful than Goku and the others, not that he is stronger than all together.

I vaguely remember a guide saying RSSJ Broly is = Base Goku, or weaker. Even with that aside, he’s closer to base level than to SSJ level as a RSSJ.
