This flashback solidifies him as barely scraping Yonko level at his peak.

Those guys were above the current yonkou.

I never considered him the strongest anyway. I thought the admirals were stronger and that he's maybe formerly on their level.

Doesn't he have strong conqueror's or something? Is he levelled up or Yonkou+ in one trait but overall not that strong?

Roger in his prime still respected him enough to list him alongside Garp. He's definitely weaker than Garp but not to the point of being irrelevant.

He's not low diff material, but he's by no means a rival to Garp. He's probably Yonko level.

Shiki putting up a struggle in that 2v1 makes more sense knowing he's below Garp but still edges out Sengoku.
