Would Tenshinhan’s Shin Kikoho be strong enough to kill Imperfect Cell?

I highly doubt it. Tenshinhan not using the attack against the Androids is pretty telling, and Cell is much stronger than them.

We can't know whether he can kill imperfect cell with that technique considering the light grenade and android 16's hell flash didn't manage to do any damage to cell.
