I have Boo Saga Piccolo equal to his Gekiretsu Kodan, Kaioshin and Pui Pui in the Imperfect Cell range, and the Base Saiyans in the Semi Perfect Cell range. Semi Perfect Cell takes this with low difficulty.

I no longer think Shin is anything special. I have him at Super Saiyan Goku level from the Androids Saga and that's it.

I place Kaioshin at best around Semi Perfect Cell level, so he might win.
