Should defeating someone make you have a higher bounty than them?

Eg. Luffy beats Crocodile, and gets a 100 mil to Croc's 81 mil.

Is this necessary?

Not necessarily. I guess the logic applied in East Blue where bounties were hella low though.

I think they raised Luffy's bounty for beating Crocodile because he was a Warlord and it threw off the power balance, pretty sure if the Navy knew about him beating Moria the same thing would have happened.

Yeah, perhaps beating a Shichibukai would make sense to overtake their bounty.

But still, bounty is not solely about power, so beating someone doesn't necessarily make you more infamous than they were.
