Kind of a mixed bag. I think Europe would've definitely been better off as the spreading of the oligarchy disguised as a "democracy" has gradually lead to destabilisation to a lot of traditional values, such which would not have happened with the Kaiserreich and various other monarchies retaining control. Whilst the Middle East would be nowhere near unstable enough to allow organisations such as Al Qaeda and ISIS to form, however, it would remain a major source of conflict for the west as it's unlikely alliance between the western monarchies and the Ottoman Empire would last forever and should conflict erupt, the Ottomans would definitely hold the advantage when taking into account the military fortitude of Muslim armies both in earlier centuries and today coupled with them being under a highly unified force.
There are other major factors to consider such as communism still spreading within Russia and the areas around them that would make an alternate version of World War II that would basically be the Central Powers VS USSR. I believe the Central Powers would hold the advantage when it came to overseas conflicts, though would at best be just able to block Russian forces within their country and simply wait for Soviet leadership to crumble as in our timeline. As for America, I doubt the Central Powers would put in a lot of resources to quash them as America is simple too large and out of the way, so I'd see a non-aggression pact and maintenance of isolationism being a far more likely solution than a major naval and aerial based war. America would likely ally with the Central Powers against Russia. After that, it's hard to say. America would still stand on its own and be a major power as in our timeline, but not ascend to the same dominant force as in our timeline. Without becoming a monarchy, America remains relatively the same as in reality
As for most of Asia, I think that is one place that may not benefit from the Central Powers' victory. Russia's spread in Asia would likely lead to China becoming communist far sooner and likely being a major threat for most of main land Asia's political stability.
