Hard to say, since so many have varied methodology that makes them hard to rank. Albert Fish, Ted Bundy, Richard Ramirez and Andrei Chikatilo would all be ones worth mentioning though, but even that's just scratching the surface.

Kim Jong-Un walks a fine line between evil and deluded with power, so it's pretty difficult to rank him even by the standards of modern times.

There's also this gai who only got caught very recently. I was very surprised when they caught him after decades of mystery, sketches of appearance (even-though never knowing how he truly looked) and at times being nearly caught as-well as other things that didn't seem to make sense.

Do you think Robert Zemeckis is under-rated? He's better than a hack like James Cameron, in my opinion and pushed the envelope much more than that gai ever did, yet you never hear him amongst the greats. He has a good filmography with BttF being three of the all-time great films.

What do you think about Chiaki J. Konaka?

I wouldn't say he's that underrated, considering the popularity of the Back to the Future films. His direction skills do show when even the films he's been part of that have shoddy scripts due to his lack of presence in the writing (BTTF Part 2, Forrest Gump) still have great direction. It is understandable how his popularity dwindled and goes overlooked when not only did he shift to more mediocre CGI films after 2000, but most of his films mainly work as dumb-fun entertainment with not as much depth behind them as a lot of the other praised cinema directors.

He does deserve some praise though for the fact that, despite some major plot inconsistencies in the latter two Back to the Future films, the trilogy is one of the few Hollywood franchises with multiple instalments that hasn't had its integrity run into the ground by unnecessary sequels that ruin what was good about the original(s) (eg. Star Wars, Terminator, Jurassic Park, Alien, etc.).

As for comparing him to James Cameron, that's a difficult task. Cameron had far better films as far as his peak works go, with Aliens having the poster girl of strong, female movie protagonists that are strong for their writing and not just because the movie's political messages say so (ie. most modern movies in general) and Terminator 2 is generally praised as a great movie for its character writing (despite the plot being weakened by nonsensical time travel). As far as consistent quality goes, however, Zemeckis at least had no film that could be described as absolutely terrible, unlike Cameron with Avatar and Terminator: Dark Fate.

What do you think about Chiaki J. Konaka?
From what I've seen of his work in Serial Experiments Lain, 4 of the episodes of Princess Tutu and what few episodes of Technolyze I've watched, he's excellent at producing conceptual pieces, psychological themes and ideas, though is very dry when it comes to writing characters that prevent many of his works from reaching what quality they could otherwise (Princess Tutu still has engaging characters, though that can be attributed to him only directing 4 episodes).

Probably Kuririn by virtue of being the most consistently written of the main cast, his only detriment in that area being him jobbing to Frost in the Anime ToP making the whole arc of him regaining his fighting spirit pointless.

Vegeta had his moments, yet his motivation of surpassing Goku completely betrays the catharsis he gained in the Pure Boo battle. Gohan had his moments in his return to glory at parts of the ToP in both continuities, though it doesn't make up for Super having no idea how to handle his character beforehand and even then he was flip-flopping in his resolve to use his full power after the Obuni fight (at least the manga improved that, albeit, at the cost of a huge plot contrivance).

Here's something kewl I can show you. You can apply this for anything:

One thing I learned in university is that quoting something in a search engine, can get you exactly what you need. By exactly, it really is exactly. If you were to write something exact like "Gogeta is [higher] than [Bills]", you get exactly only that I think.

There's something-else which most people probably already know. If you google something and you see a-lot of results from the same site than there is the option of seeing more options from that site. That comes-up in something like "site:[website]"

Here's the kewl thing. You can apply these two for anything. I can show you. For me one of the most memorable Pokémon episodes is the episode in which Satoshi and Butter-Free part ways (https://m.bulbapedia.bulbagarden.net/wiki/EP021). The ending of that episode is done beautifully, so if I want to see other episodes where the exact same team worked-on I can do the above.

In the wikia link above you can see the team that worked on the episode in the information-box I think, so you can google (you can also just google their surnames or something):

The first one's alright, though the Pokemon theme rendition is definitely where its at. It has enough similarity to the original to keep nostalgia strong whilst also playing to the strength of the N64's superior sound quality to the Gameboy.

As far as psychological thrillers go, Perfect Blue is also worth a mention, though the ending brings it down a bit.

No, though I've heard the film adaptation is pretty bad due to making an inconsistent effort to try and tie it to both the book and film versions of The Shining's continuity, which doesn't work when the plot of both are far too different from each other in key areas.

Quite unlikely, given he's gone on record stating the inspiration for Rocky was purely the Muhammad Ali VS Chuck Wepner match and he came up with the screenplay after 20 hours of work from there. The only countries outside of Japan in which Ashita no Joe was available were Italy and Latin America, so there's little chance of an American born actor being aware of what is still a niche series back in the pre-internet era.

It's not completely unlikely though, maybe he heard about that when he was on a trip or something, even-though I heard he was poor back then so maybe not.

Yeah, but he wasn't raised in Italy and with his financial state in the 70s, it's doubtful he took a trip there prior to creating Rocky.
