To explain my choices...
- Cell is practically the embodiment of an overpowered character on both equal grounds and potentially. Not only does he have quite an array of techniques, but has Freeza's cells to get Godly GAINZ from a couple months of training, as well as survive in space, regenerate and get an additional Zenkai if the injury's severe enough. Guy would probably be giving Zen-Oh orders by this point if he'd survived.

- Boo went from his Good Boo strength, or maybe above post-Rosat SSJ Gotenks at the very most given some implications, to about equal to post-God Base Goku. Sure, Gohan made greater gains in a similar timeframe, but his training was far more severe than just plasting some bricks or whatever Boo was doing (plus he had Zenkais according to the manga). Not only that, but his array of techniques such as the candy beam, using his flesh to entangle the opponent or absorption are pretty much instant wins if used properly, so long as the opponents isn't light years ahead of him in power or tactics.
- Hit's moveset is just broken anime-wise to the point it's akin to a Gary Stu type of character. Not much more to say that isn't obvious.
- We saw how powerful Saonel and Pirina were from fusing with the entire Namekian race, whereas before the ToP, none of the Namekians were considered worth adding to the U6 VS U7 tournament and Champa seemed surprised a Namekian could be as strong as Piccolo iirc. Just imagine how strong Piccolo could become if he did the same.
- Baby being able to enter someone through something as slight as a cut and perform mass mind control is unarguably overpowered, especially if he can fully draw out such power on other characters as he did on Vegeta.
- Janemba can warp dimensions and seemingly have some level of intangibility through it. If he had some semblance of genuine intelligence, he could be a threat to anyone regardless of their power (except anyone with a Universal/Multi-dimensional range Hakai, at least).
- Kuririn's techniques are pretty damn overpowered if utilised properly. Kienzan is a 1-hit kill on anyone who can't regenerate if it's a direct hit (unless we bring filler into the equation) and combining it with the Taiyoken x100 beforehand makes Kuririn pretty much unstoppable in the right situation if he's going for the kill.
- Assuming Super #17 could make similar gains to his DBS self, then things just speak for themself, especially since it'd likely increase the amount of energy he could absorb. The only reason he isn't any higher is the opening he leaves when absorbing Ki being too much of a flaw.
- Akkumite Beam. Need I say more?

Prisoner of Azkeban since the time travel in Super at least had some effect on continuity, whereas all they did was make 90% of the book/film irrelevant in PoA.
