I wouldn't say it was still as bad as Bleach, but still awful as a whole. To save time, I'll just bullet point the main reasons
* Ruining Naruto's character - His part 1 self was proactive in achieving his goal despite his status. His role as a chosen one in Part 2 is a betrayal of that premise and retroactively makes him a hypocrite in his fight with Neji. Also, his obsession with bringing Sasuke back when he already has far more better friends to prioritise on made him a dumb, reactive character acting more like an obsessive ex-boyfriend. Also "Obito was the coolest guy" was unfathomably dumb.
* Poor villains - The goals of almost every villain was either bland or poorly handled. Itachi's true goal was contradictive and just a character rewrite to make him sympathetic, Pain was just salty with his dumb reasoning of "muh pain is greater than yourz!" Obito was just mystery bait that ended up being highly disappointing with all his genocide just being for the illusion of a girl. Madara wasn't bad, but was pretty bland and Kaguya was just poorly implemented without too much build up as well as being overly incompetent for the strongest and most combat-variable character at that point.
* Abandoning the support cast - A lot of the support characters such as Lee or Neji hardly get given any focus and even those who do get some focus such as Gaara or Hinata tend to only have a single highlight.
* Abandoning tactics - With the exception of Shikamaru's battles, most of the tactical approach and teamwork of Part 1 was abandoned as most of the battles tended to rely fully on hax Jutsu and overpowered Chakra blasts, a lot like how DB's combat went from skilful martial arts and some level of tactics in the early arcs to just power ups and huge Ki blasts from the late Freeza Arc and onwards. It also heavily reduced the limits of many characters or techniques, such as Guy spamming 7th Gate throughout the war and Kakashi quickly being able to spam Mangekyo Sharingan.
* Not having a real solid focus - Whilst it can be good for a series to organically progress and change the focus as new conflict arises and the world evolves (something that still makes Shippuden better than Bleach) it wasn't handled too well in Shippuden as a lot of character had too much build up to be shoved aside when someone new came in. Orochimaru was set up as the main villain (or at least one of them), yet all that build up results in him getting beaten by Sasuke and becoming a side character thereafter. Tobi had all the build up of being Madara and the true final boss of the series, yet is shown to just be a fake.
There were still elements of Part 2 I did like such as Shikamaru's tactical battles, Jiraiya VS Pain being a good finale for his character and the rock-paper-scissors nature of the Releases making it a more interesting power system than a lot of other Shonen have (even if it being taught to Naruto this late was stupid), so I wouldn't say it's completely worthless, though may as well be due to its negatives vastly outweighing it.
