Nah, I don't think so. The anime is a shitty product, but even there Goku goes God when he uses the SSJG powers (that being said, this is something only happened in this saga, prior to that Goku could be using his God power in his base or not, and you still have completely nonsensical scenes like SSJB Goku losing against female Broly, to then that same female Broly being impressed by SSJ3).
In the manga it was obvious that U6 base saiyans were stronger than U7 base saiyans (cabba matched vegeta in base, and this was after-god base vegeta which would be above any U7 saiyan) but they were still below FPSSJ U7 saiyans.
