Some issue with Roshi vs Tenshinhan

Tenshinhan said Goku saved his life after deflecting Roshi's KMHMH. But Roshi said in the 22nd Budokai that the KMHMH doesn't affect Tenshinhan, no matter how big it is. Another inconsistency?

But he was also pretty worn out at the 22nd Budokai when Roshi said that, so much so he could just fly and one headbutt from Goku pretty much put him out of cold.

Obviously Roshi's 22nd TB statement was a hyperbole concerning just the present time. Could you imagine 22nd TB Ten tanking something like SS3 Galu's Kamehameha just because of this?

Roshi stated that the KMHMH doesn't affect Ten, no matter how big it is. So yeah, it would also include SSJ3 Gotenks' KMHMH.

That would raise the question of why he didn't just jump in front of Cell's Kamehameha.
