I think Piccolo's just unable to tell who's capable of unleashing more power. When Goku started getting pummeled, he said there was too much of a difference between the power they were hiding--then says they all underestimated Freeza. Something like this seems to change a lot throughout the series.

Like, I find it hard to believe that Majin Vegeta would be so strong that he can't tell how he compares to Kid Gohan, yet perfectly assessed that Super Saiyan 3 Goku was noticeably holding-back against Fat Boo. He didn't seem to have any issue measuring Gotenks' power, either. Or Super Boo's.

Maybe after fusing with Kami, he became a lot knowledgeable enough to tell who's stronger?

Well, he was asking Goku if he could have beaten Fat Boo, so who the hell knows. It's not really consistent in the series.
