Context: after Gohan pulls out the Z Sword, breaks it, and Elder Kaioshin pops out
Elder Kaioshin: “Still…I thought the person who’d pull that sword out and release me would be some Kaioshin…To think that it would be an Earthling…It’s the end of the world!”
Kaioshin: “My…my sincerest apologies…”


Why'd Elder Kai think the person who would release him would be a Kaioshin if it had something preventing Kaioshins from doing it?

Because only Kaioshins are allowed in that realm and the chances for mortal to release him is very unlikely.
