Likely not. There's no way that she knows enough about Saiyan physiology to figure out how to give them a new transformation.

It was probably just a throw away line, but who knows what Toei might have been trying to set up for the future, if they ever made some kind of continuation. Then again, who knows what she would be capable of if motivated to build some new device to trigger an artificial SSJ5.

Considering how much the Bruits Wave Generator amplified Vegeta's SS4 power, his SS4 form may as well be considered SS5 in all but name.

That'd be like saying Gotenks was SSJ4. I don't think Super Saiyan 5 exists in GT, but it's worth noting that SSJ Blue is the fifth Super Saiyan transformation we see in Super.

Bad comparison. SS3 didn't bring Gotenks to his natural limits. The bruits waves on the other hand brought Vegeta far beyond his.
