Why would Dabura be compared to Cell if he was just around SSjin tier? We all knoe Cell is far greater than that.

Hes initially compared to Cell, and then said to be greater then what they expected. What Cell are you trying to compare him to? If you're trying to argue that he is above SPC, that can immediately be disregarded due to Gohan being weaker than 7 years ago..

The statement comparing Cell and Dabra is likely referring to one of the versions of Cell which Goku fought, or before he powered up to his maximum.

Not being as angry as he was immediately after seeing Videl almost get killed and being given some down time between then and fighting Dabura seems like a good reason.

He didn't transform when Videl was being beaten up though, only when Kibito asked him to.
