Why would he be stronger than Goku? Going by movie time lines, M11 villian should be sttonger than the SSjin2s and close to Fat Boo. M10 Villian should be comparable to SSjin 2 Goku

Super Saiyan Broly > Super Saiyan Goku is stated in the guidebook page for Movie 10. Broly has received a zenkai and surpassed Goku as a Super Saiyan.

Unless you want to argue for Legendary Super Saiyan being a smaller boost than Super Saiyan 2, you have no choice but to have LSSJ Broly > SSJ2 Goku.
