He could probably take out Fat Buu quite easily if he reached his true power. Vegeta said if they watched out for Dabura's spit they could manage something, so manage something could mean a variety of things.

The problem with that is that Goku specifically told him to do what he did against Cell. He's saying unleash your full power once again, not merely go Super Saiyan 2. Goku already saw Gohan do that at the Budokai.

I've always gone with Pre-Majin Vegeta and SSJ2 Kid Gohan were equals, but SSJ2 Kid Gohan with his rage boost being stronger but still a little beneath SSJ2 Goku and Majin Vegeta.

Well, the way he said it doesn't imply something he could have done easily. He said "it doesn't seem so there's nothing I can do", which implies the situation wouldn't be hopeless (in fact, that's what Viz goes by), but it also wouldn't be a piece of cake either. The wording is also a bit different from what Vegeta says referring to Dabura.

The problem with that is that Goku specifically told him to do what he did against Cell.

I see it as he just referring to the process of being angry, not that it'd provide the same boost.

He didn't exactly say "once again", did he? But I agree, his rage boost most likely wouldn't be exactly his SSJ2 in the Boo saga, but that doesn't mean it was this way at the Cell Games. Like Six Trails said, Gohan's potential grew along with his age (as you agree too), so it's not far fetched to think Goku would see his enranged powers as something beyond the SSJ2 in the Boo saga, even though it wasn't necessarily that way 7 years ago.

Oh yeah. According to Goku's wording, teen Gohan "true power" would most likely be above Cell Games SSJ2 Gohan. I just don't think him saying "get angry like you did against Cell" has to mean Gohan got an extra boost on top of his SSJ on that occasion. The "get angry" is just referring to the process of cut loose, as Gohan needed in order to defeat Dabura.

In a nutshell, Boo saga Gohan has to get angry like his Cell Games self, but his boost won't be probably just his SSJ2 due to his increased potential.
