I'd say Vegetto in both continuities, but especially anime Vegetto. Goku doesn't seem to be above Hildegarn without DF and Hildegarn's only feat in relevance to canon top-tiiers is one-shotting Gotenks, which should be possible for Gohan-Boo if not affected by PIS imo.

This version of SSJ3 Goku ought to win this when you consider that he was amped to a level much greater than Gotenks, who was amped to a level much greater than Ultimate Gohan. If the situation somehow gets dire for him, he always has Dragon Fist up his sleeve.

Dragon Fist is only an attack that pierce the opponent. Someone like Boo should be desintegrated. This is why Omega Shenron survived against Goku.

Dragon Fist is essentially an explosion of Ki, and Ki is capable of finishing off characters with regeneration. Just because Omega survived it doesn't automatically mean that the Buu's could, especially when you consider that Omega's regeneration method differs from theirs. Goku could wrap Buutenks or Buuhan in the golden dragon (like he did to Hiru) to ensure that their bodies completely disintegrate. Regardless, I think that Goku could win this without such a haxed move.

Boo can regenerate from a single cell so if tangible pieces of that dragon guy existed after being blown up I'd bet my money Boo has enough of himself left to regenerate with.

Omega was vastly superior to the Goku that tagged him with Dragon Fist, and the Dragon Fist that Goku used on him went straight through Omega's stomach as opposed to being wrapped around his entire body, yet Omega nearly kicked the bucket. The version of Goku in this matchup is at least in the same realm of power as the Buu's in this matchup, and he displayed the ability to tightly wrap a foe as massive as Hirudegarn in this golden Ki dragon, so with that said, I find it highly unlikely that the Buu's would survive such pressure.
