SSJ4 Goku (Baby Arc) vs SSJ4 Goku (SD Arc)

Is SSJ4 Goku the same strength at the beginning of the SD arc as he was in the Baby arc? Is there any evidence that he gained strength prior to surpassing his limits?

Other than the Saiyans helping him access SS4's full power against Oozaru Baby, there's no evidence of it getting stronger. If anything Base/SSJ Goku's feats suggesting him constantly closing the gap between forms contradicts this idea as the gap would remain the same if SS4 could increase its Ki linearly with lower forms like prior transformations, not to mention the Perfect Files statement of it representing the limits of a Saiyan's power.
The only reason some people believe it to become stronger is due to not knowing about the Perfect Files statement and going by the conjecture of it being a multiplier like the previous SS4 forms, despite Nakatsuru explicitly saying SS4 is only called such for convenience and is fundamentally a far different state than the standard SSJ forms.

I don't think there's any evidence he got noticeably stronger, either, unless you think he somehow got stronger during the Baby fight itself (which I've seen people argue).

I could see a strong argument being made to suggest his base form is getting stronger, as CC said. This might not be totally out of line as reaching his potential with SSJ4 might have increased Goku's strength overall, while just needed 4 to maximize it. Mostly it seems like SSJ4 though stays the same until he gets the power up in SDS.

Yeah although it's never clearly stated, SSJ4's multiplier (and in turn, the multipliers of the lower forms) seem to get smaller and smaller the longer Galu fights after unlocking SSJ4. Only real way to explain his insane feats in base and SSJ throughout the S17 and Evil Dragons arcs. SSJ4 is stated in both the series itself (when Galu went Golden oozaru) and in the Perfect Files to be an unlocking of Goku's deepest wells of hidden power, so it's reasonably safe to assume it just stays the same power aside from limit breaks from Ki donations.

I thought this was pretty obvious with Super Saiyan only doubling Goku's power against Rildo.

Technically it was "over" double since Rild said he only used less than half his power. But it appears the SSJ4 boost went from dwarfing the base-SSJ3 boost since it was as strong as Golden Oozaru Baby while SSJ3 Galu couldn't even beat Vegeta-Baby's first form, to being a much more modest increase by the time of the fight with S17.

Maybe thats a possible explanation for why SSJ2 didn't show up, Galu might have cannibalized the forms power.

SSjin 4 Goku (SD Arc) stomps easily. SSjin 2 Vegeta (Super 17 Arc) was implied to be stronger than Majoob, yet SSjin Goku was implied to be stronger than SSjin 2 Vegeta.
